This role is not a traditional PMO leadership position.
It is a critical transformation role responsible for:
- Moving the organisation from inconsistent delivery → predictable, scalable performance
- Embedding governance, discipline, and commercial rigour
- Enabling the business to deliver customer outcomes at pace and margin
Role Purpose
To build, lead and continuously develop a high-performing Project Management Office (PMO) that delivers predictable, high-quality, commercially disciplined programme execution across the organisation.
The Head of PMO will establish and enforce best-in-class governance, assurance, and delivery frameworks, driving improvements in On-Time Delivery (OTD), Right First Time (RFT), margin performance, and customer satisfaction.
This role is critical in transforming delivery capability into a scalable, repeatable and value-driven function aligned to strategic business objectives.
Key Accountabilities
1. PMO Strategy & Leadership
- Define and implement the PMO strategy, operating model, and roadmap
- Establish a centre of excellence for project, programme, and portfolio management
- Build and lead a high-performing PMO team (analysts, governance leads, planners)
- Embed a culture of accountability, delivery excellence, and continuous improvement
2. Delivery Governance & Assurance
- Design and enforce end-to-end delivery governance frameworks
- Implement stage gates, QA controls, and assurance processes
- Ensure consistent application of delivery methodology across all programmes
- Drive compliance with contractual, operational, and quality standards
3. Performance & Execution Excellence
- Own and drive improvements in:
- On-Time Delivery (OTD)
- Right First Time (RFT)
- Installation and delivery quality
- Establish robust delivery performance metrics and reporting
- Provide early identification and mitigation of delivery risks and issues
4. Commercial & Financial Discipline
- Embed strong linkage between delivery performance and commercial outcomes
- Drive improvements in:
- Margin performance
- Cost control and rework reduction
- Resource utilisation and efficiency
- Provide transparent reporting on portfolio health and financial performance
5. Portfolio & Demand Management
- Implement portfolio governance and prioritisation frameworks
- Align delivery capacity with strategic priorities and customer commitments
- Enable data-driven decision-making on:
- Investment prioritisation
- Resource allocation
- Risk trade-offs
6. Stakeholder Management & Influence
- Act as a trusted advisor to executive leadership
- Provide clear, concise insight into:
- Delivery performance
- Risks and mitigations
- Strategic delivery confidence
- Challenge constructively across:
- Sales (scope and commitments)
- Delivery teams (execution discipline)
- Leadership (prioritisation and trade-offs)
7. Capability & Continuous Improvement
- Develop and implement a PM capability framework (skills, standards, training)
- Drive adoption of best practice methodologies and tools
- Lead continuous improvement initiatives focused on:
- Efficiency
- Standardisation
- Quality and customer outcomes
